The purpose of using the Meta keywords is to let the search engine knows the topic of the content. The search engine must know what the page is about before it can arrange it in the search result.

The Meta keywords should not be used as a way to spam the search engine. Some people will try to include a long list of keywords in the Meta keywords. They want to include a long list of keywords because they want to rank for those keywords. The keywords in the Meta keywords are not used by the search engine to rank a website. Keyword stuffing is a black hat SEO method and will be penalized by the search engine. In the past, keyword stuffing is tolerated. After the new algorithm is introduced, keyword stuffing is not allowed anymore. It is a way to deceive the search engine robot that the page is highly relevant with the queried terms because it contain a lot of keywords. If you use a lot of keywords in the Meta description, you will find that your page rank at the bottom of the search result.
