Try this experiment. Take ten $1 bills and go to a busy street of your average city or town and offer them to passers by “without saying a word”. Believe it or not, most people won't even accept them from you and will simply walk right by without batting an eye. Now add some words, such as “here take this” and the numbers begin to pick up.

Without Public Relations You Can't Even Give Away Free Money!

My point being that without some type of communication to your clients or customers you can't even give away free money! Even so, it goes much further then that because once you begin communicating to your target customers and employees it gets way more sophisticated than simply “here take this”
